Computes the weighted probability that a randomly selected event has a
higher score than a randomly selected non-event, with half credit for ties.

Arguments
- truth
Numeric or logical observed outcomes.
- estimate
Numeric predicted probabilities or mean outcomes.
- weights
Optional non-negative weights.
Value
A numeric ROC AUC. Larger is better.
